課程概述

課程設計將包括閱讀與實作，除了對相關文獻的了解，特別希望同學經由分組的實際操作可以獲得初步研究的樂趣與能力。
由於新興民主國家，甚至老牌民主國家的民主體制正遇到許多挑戰與困難，所以本學期的課程內容將分成兩個部份來進行：
（一）民主轉型的動力與過程：
我們將回顧民主轉型的相關經典理論與第三波民主化的歷史，並特別就台灣的政治發展經驗進行探討。
（二）新興民主體制遭遇的困境：
第三波民主是否有退潮的情況？人民流血流淚打拼爭取來的民主體制似乎沒有像當初期待的那麼美好，究竟哪裡出了問題？我們將分拉美、後共、亞洲與中東來討論經濟平等、民族主義、精英主義、政教關係與民主的關係。

課程目標

這門為政論組進階學程設計的必修課，目的是在引導同學，藉由閱讀有關「政治發展與民主化」的相關學說與經驗研究，來思考什麼是對開發中國家人民來說理想的政治生活。

課程要求

（一）兩大單元的分組課堂報告
（二）期中、期末的個人報告
（三）電影《漢娜鄂蘭：真理無懼》心得報告
